 IIRC the Eye of Harmony was located on Gallifrey and is the
center of the 'web of time'... it is the source of energy
for all Gallifreyan time travel, not just The Doctor's TARDIS.
 

AH!! So it is the source of all the Energy which then, MAGICALLY, spreads out to all the TARDIS' through all of Time and Space.
