New moderation hosting for NGP

This is just to let everyone know that moderation for news.groups.proposals will be moving to a new hosting platform in the next few days, in order to use the same server as the other groups we moderate. Everything should continue to work normally for users of this newsgroup, but if you do experience any problems posting please let us know by email.
We'll follow up to this post when the migration is done.
