No DMV requires you to do that to get a driver license or ID card.

Fred Phelps was lying. You were required to show your birth certificate
when you obtained your initial driver's license. Yes, if you renew an
unexpired driver's license, they don't force you to go through all the
initial identification steps. I had to repeat the initial identification
steps last time I renewed because I obtained REAL ID.
If you move to a different state, sometimes you have to show your birth
certificate as well as the current DL from the old state. Often they
mark the old license Invalid, and let you keep it as backup ID. You're
justnot legal to drive with it.
I would never do that. I'd go through the process of obtaining a license
as a new driver, which means taking the driving and written tests. I
don't need one state to do me the "favor" of informing another state
that I moved.
I did have to take the written tests in the new states. Which part would
you not do, and which part informs another state?
Tell the clerk "I want to be licensed as a brand-new driver and I'm hear
to take the driving test." Then surrendering your existing license and
informing the other state won't happen.
Better be careful. I'm pretty sure-- not 100%, but pretty sure-- it's
illegal to have valid driver licenses from multiple states at the same
time.
States share info under the Driver License Compact, so they'll know if
you have a valid license elsewhere when you apply for the new one.
