New nocem type from NUO server

Hi,
Some changes in the production of nocems
on the NUO server (news.usenet.ovh) :
- nocembot has been replaced by nuo-bot.
  The signature key remains the same.
- In addition to the “spam”, “flood” and “site” nocems already known,
  a new “faqfr” type has been created. It deals with abuse specific to
  the “fr” hierarchy and consensually recognized on “fr”.
  For example: crossposting messages to three or more groups without
  followup-to.
If you want to use this new nocem type, please modify nocem.ctl
and add the following line:
     nocem@usenet.ovh:faqfr
