 It's more difficult to build a wall that will keep a hurricane out.

The Delta Works aren't aimed at keeping a hurricane out - they just help cope with the flooding that the hurricane brings with it, from storm surges and very heavy rain. They don't do anything against tornados.
The equivalents in Florida would still have saved quite a few lives.
