 That cannot possibly work. The executed HHH always sees at least one
more full execution trace than any inner HHH ever sees.
 

No, the "inner" HHH's behavior goes on forever until it reaches an end.
What you mean is that HHH needs to decide on the behavior of the HHH before it gets to the point where it makes the decision.
You just don't understand the behavior that HHH is supposed to be looking at.
