something new has been posted in a local group.

You could set something up with Leafnode and scanning the incoming spool
for "any files larger than (timestamp of last run)".

in the end I used https://politepol.com to create an rss feed from a web
portal that is connected to our local groups. This now gets announced in
our IRC channel so we get a notification when someone posts about
related topics on our forum (or related global hierarchies). Not ideal
but works.
