That won't work without modifying history (or waiting for the
history entries to expire and temporarily setting artcutoff high
enough that the messages are not rejected as "too old").

Apart from the some text and test groups, I do not expire articles.
artcutoff is 0. Again, Nobody seems to be able to answer the
question of how do I inject the articles back into the newsfeed. 

 
The easiest tool to work with, in my opinion, is rnews. It is
included with INN. From the manpage:
 
       rnews injects either individual articles or UUCP-style article
batches into a local or remote news server.  It submits articles via
IHAVE and is suitable for injecting articles received from other
sources; local postings should generally use inews(1) instead.  It is
also used to process spooled messages created by, for example, nnrpd
while innd is not available.
