It's unlikely a 'Request for Clarification' is applicable as ANS TC no longer
exists. That leaves making a proposal reflecting the outcome that you want.
So the only way to allow a catchable `quit` is to make a proposal that specifies a version of `quit` in the Exception word set (and changes `throw`, if any).
The 'Exception extension' word set 9.6.2 isn't an 'allowance' to make a word
catchable - it's a requirement. Allowance was afforded by virtue of Table 9.2.
and section 9.6.1. Removing allowance requires a proposal.
As to what ANS intended one might ask Mitch Bradley - author of CATCH and THROW.
He can't give an official answer but it may end the speculation.
