That seems like a security concern for people who generate executables and don't want users returning to the Forth shell, which would be useful to commercial vendors who don't want users to have the full capability of the Forth environment.
ISTM such a use does not warrant formal standardization in a language, if that was the intent of specifically providing a way to disable the Forth shell.
