Yes, a standard system is not required to provide words from the Core extensions word set or any optional word set. But if the system provides such a word, it must provide a standard-compliant implementation of that word.
Moreover, a standard system cannot provide a word (in FORTH-WORDLIST) that has the name of some standard word and behaves differently from that standard word (as far as specified by the standard).
