Simple. Ditch the mention of abort/quit throw code in the
standard.

If an implementation wants quit catchable, good luck with that.
The impossible task to design and document that falls
to the implementor of such Forth, not with the over burdened
Standards commitee. Users of such facility are then
implementation dependant, rightly so.

There is much tastier fish to fry for the standard commitee.
