Hmm, sounds like something is wrong somewhere. I'd install powertop
and/or tlp and also make sure to disable Intel VMD in case it is
enabled in your bios.

Perhaps you could take a look at `obsdfreqd'.
It is available as package.

Put the following in your /etc/rc.conf.local:

   apmd_flags=-L
   pkg_scripts=obsdfreqd
