Israel have pulled a similar stunt in the past.  Remotely caused a cell
phone to "be faulty".  When it was sent in for repair, the Israeli's
"fixed" it with explosives in the earpiece area.

As have many others.

Many have booby-trapped a single device, or even a batch of a dozen or
so. But doing it to several thousand at once is a game changer.
