From the cleanfeed executable:
# CHANGE THE BELOW SETTING!
# Directory where cleanfeed.local and the other configuration files live.
# Set this to undef to not use any external file.
$config_dir = '/usr/local/news/etc/cleanfeed';
Ah, I must have missed that part.
Ok, I now have configured it the way I wanted.
