I guess you don't understand C then.
WHen main calls H(D,D), flag will be 0, so the if flag will skip, and then H will be entered,
H(D,D) simulating D(D) doesn't require that it simulate D(D) calling an H that simulates a D(D).
So, more lies.

By what requirement that you have actually put on H?
Remember, you dropped the need to be a "Turing Equivalent" because that got you into too many problems with your setup, as your whole template breaks with that definition and then trying to add your changing H idea.
Remember, if you change to require H to be a "Turing Equivalent" by adding the Pure Requirement means that H MUST consider that the H it simulates behaves just like the H(D,D) called by main, so is an INCORRECT simulation if it somehow tries to determine that the simulated H(D,D) does not return.
Also, you need to actually explain why this H isn't requiring its input to also be a Turing Equivalent machine and thus the D it is simulating be DEFINED to always call the same H, so when you apply your "infinite set of H" logic, D shouldn't change. D using something not defined by it is just as big of an error.
