Non, the 4-complex numbers is not related to quaternion. It does not cross-multiply i and j.
As for time, it is not a space dimension, and also, there is non-linear function between time and space, so, there is not possible use for relativity.
Are you familiar with Dave Makin's work with n-ary complex? I interdependently created something kind of similar:
