Just talk. Haldane was a biologist, and not known for competence in
physics or cosmology. The Universe is not an evolved biologcal system.

His naive psychologising about inherent limitations of the human
brain is best ignored.

Fortunatately Haldane himself saw that his sayings

I consider his suspicions as "clever" :-) Fortunately, it doesn't
