The term and the idea itself stem - as far as I know- from Henry Poincare and his version of relativty.
Einstein used a different concept and kind of a 'one-dimensional' time.
For instance, Einstein was thinking about synchronisation of remote clocks, which would include the idea of a common time for remote places, while 'local time' means, that time is a local thing and clocks at remote places cannot be synchronized for this reason.
