 The German Kaiser admitted later, that Lenin was supported, because he should harm Russia.
 Possibly the French have something similar to the CIA, too, which could do dirty tricks by sending 'refugees' back.
 But actually I don't know and possibly the French don't have secret agencies and never do dirty tricks.
