I find it remarkable that a person with a PhD in physical chemistry
can be so ignorant of physics as his paper indicates.
There are _many_ misconceptions in Buenker's paper, but I will
only give one example:
About "time dilation":

 From the Lorentz transform (LT) Buenker derives these two equations:
    Δt' = γΔt (3)   and  Δt = γΔt' (5)
(The correct equations are: ∂t'/∂t = γ  and ∂t/∂t' = γ )
Buenker writes:
"When one compares eq.(3) with eq. (5), it is evident that there
  is something paradoxical about Einstein’s result. This comparison
  seems to be telling us that each clock can be running slower than
  the other at the same time. It is always the “moving” clock that
  is running slower than its identical stationary counterpart, although
  it is not self-evident how this distinction can be made unequivocally
  based on the above derivations. Many authors [12-14] have taken this
  result to be a clear indication that something is fundamentally wrong
  with Einstein’s STR.
  . . .
  It is important see that the above symmetry in the predicted results
  of the two observers represents a stark departure from the long-held
  belief in the objectivity of measurement."
No clock runs "slow" or "fast", clocks always run at their proper rate.
It is all a matter of how their "rate" is measured.
(The proper time of the *moving" clock is compared to the coordinate
time of the "stationary" system.)

 His article shows how to enable instantaneous calibration of onboard
clocks in the GPS. 
This stupidity is yours, not Buenker's.
