Not quite correct, but close.
East of river 'Elbe' there are people living, which are commonly called 'slavic people'.
It is a continuum, which starts in Germany in the west and goes over Poland, Ukraine and Russia to the East and to the Balkan in the South.
These people speak mainly slavic languages, while Germans speak (of course) German.
But 'Prussia' and 'Russia' sound similar for a reason, because the old Prussians stem actually from the east.
